Functions:
- Coordinates, advises, guides and designs the process of strategic planning and derivation of annual objectives in the system of the Ministry of Culture.
- It advises and controls the elaboration, execution, development and evaluation of socio-cultural development programs, based on defined policy.
- It advises, coordinates, controls and integrally evaluates cultural programming as the central pillar of the Development Program and the processes of cultural life in the territory; sustained by the active participation of creators and intellectuals in decision-making, in the design and execution of cultural options.
- It advises, coordinates, participates, controls and evaluates the processes of cultural life, based on the link with local and national creators and intellectuals.
- It actively participates in the coordination, control and evaluation, together with the competent cultural institutions, of studies and analysis of trends in statistics, audiences, and the results of programming in accordance with the needs and expectations of the population, in agreement with the Department of Economics.
- Actively participates in the accessory, control and evaluation together with the Institutes, Councils and Centers the development of dialogue and exchange spaces with the creators on cultural policy, the cultural processes and the operation of the Technical, Artistic and Scientific Advisory Councils in the national institutions, in the Provincial Directorates of Culture and in the Ministry of Culture.
- It systematically participates in the design, execution, control and evaluation of compliance with cultural policy in the Priority and Special Programmes, in accordance with the particularities of each sector and territory.
- Participates in the development, control and evaluation of the Battle of Ideas Programmes.
- It participates with the Center for Cultural Development and Communication in the accessory, control and evaluation of the communication strategy aimed at promoting art and culture, and the training of audiences of the National Institutions and the Provincial Directorates of Culture.
- It actively participates in the design, advice, control and evaluation of the institutional relations of the Ministry of Culture and its Institutes, Councils, Centres, Companies, National and Provincial Directorates of Culture with the Central State Administration, Academic and Social Institutions and Political and Mass Organizations, through programs, agreements, projects, action plans and specific activities, among others, for the formation of audiences, prevention and social transformation.
- It contributes to the development of the institutional system's links with non-governmental organizations that promote art and culture at the national level.
- It advises, monitors and evaluates the performance of cultural promoters who work in popular councils and communities, for the promotion of art and culture in close connection with creators and intellectuals, institutions and other social actors in the territory.
- It participates together with the competent cultural institutions in the decision-making, control and evaluation of the main guidelines in the safeguarding of tangible and intangible cultural heritage.
- It coordinates, advises and executes the evaluation processes of the Emulation by the 26th of July headquarters and the Special one of the Turquino Plan, with the objective of stimulating the best results in the cultural work.
- It actively participates in the design, execution, advice, control and evaluation of the cultural policy of the Ministry of Culture, through the system of National and Provincial Institutions.
