1.To improve institutional management for the development and promotion of artistic and literary creation; cultural work in the community, and the preservation and dissemination of Cuba's cultural heritage.

  • The development programs of the institutes and councils of the artistic branches have been approved.
  • The development programs of the territories and those approved by the councils of   Houses of Culture and Heritage,   José Martí National Library and Cubarte are in the process of being implemented.
  • Level of effective participation of UNEAC and AHS in the design and evaluation of the updating of cultural policy; of development programs, artistic programming; in the artistic technical councils of institutions and companies, in the evaluation process of the quality of artistic projects, groups and shows; in community projects, and in spaces for debate on cultural work.
  • Consolidation of  relations system   with foundations and NGOs linked to the organization and with other ministries, entities and organisations involved in cultural development:
    • Foundations and NGOs integration into development programmes, work projects, cultural programming and international cultural activity.
    • Positive results in the implementation of Special Programmes and Working Agreements with agencies and organizations.
  • Acceptable degree of compliance with the Agreements of  UNEAC and AHS Congresses.
  • There is an adequate correspondence between the development programs, the annual objectives and the Annual-Monthly-Individual Plans of Activities.
  • The system of events of the Ministry of Culture has been improved.
  • The indicators that characterize the application of the policy of tables in the system have been improved.
  • 50% of the special reserve of leaders of the national subordination is ready to be promoted.
  • Adequate level of preparation of leaders and reserves, with emphasis on the issues of Cuban culture, cultural policy and subversion in culture.
  • Work on the organizational and structural improvement of the organization and its institutional system, in accordance with the following concepts:
    • Leading role in the Ministry's cultural policy.
    • Lightening of structures and consideration of a horizontal concept.
    • Institutional functioning in a system and with a rational approach.
    • Separation of State and political functions from business functions. Establishment of legal, relationship, control and supervision mechanisms that guarantee that the business system, in the autonomous fulfilment of its missions, functions and decision-making, complies with cultural policy in each branch of artistic and literary creation.
    • Redimensioning and updating the functions and organization of cultural institutions with the aim of strengthening them in terms of cultural policy and services to the population, in the activity budgeted for. The system of cultural centres has been prioritized because of its role and impact on the community.
    • Strengthening of the staff of the fundamental activity and decrease of the staff of the regulation or support activity.
  • Proven level of quality of artists, groups, companies and subsidized artistic projects and of the commercial catalogues of companies and other institutions authorized to have links with artists.
  • Adequate functioning of the Registers of Independent Creators of the Plastic and Literary Arts (writers, playwrights and scriptwriters for cinema and audiovisual) and Music.
  • The updating of Decree-Laws 106/1988, "On the Independent Creator of the Plastic Arts", and 44/1993, "On the Musical Creator", has been drawn up and submitted to the corresponding body.
  • The scope and requirements for the exercise of approved self-employed activities with an impact on the application of cultural policy are regulated and their application monitored.
  • Application of regulations approved for the non-state sector and its link with cultural institutions.
  • Mechanisms for evaluation, control and supervision of compliance with the fundamental guidelines of cultural policy by the State and non-State sectors with an impact on culture have been applied since:
    • Carrying out inspections.
    • Evaluation of cultural programming.
    • Advice and control of the dissemination of music and audiovisuals in public spaces.
    • Level of compliance with Special Programmes and Agreements with other bodies, organisations and entities.
  • Adequately applied legislation in force for the hiring and payment of artistic services in the state and non-state sector.
  • The application of funding for quality projects and commissioned works with artistic, cultural and social impact has been evaluated.
  • Evaluated the application of  tax system adaptations for the culture sector and proposals for modifications.
  • Updated the Decree 226 "On contraventions in the artistic sector".
  • Compliance with the plan in terms of resources for repair, maintenance of facilities; acquisition of technology for artistic creation and production, conservation of cultural heritage, artistic education, library services; the specialized technical base of culture, particularly sound and light, and instruments, accessories and materials, based on the priorities defined.
  • Decisions taken regarding closed facilities and those in the worst constructive physical condition and reordering their operation.
  • Improved and audited economic management mechanisms, with emphasis on accounting and financial systems, as a guarantee for the implementation of cultural policy.
  • The level of correspondence between the allocated budget and cultural activity has been quantitatively and qualitatively assessed.
  • The System of Cultural Statistics has been updated to reflect the implementation of cultural policy.
  • Funding and resources have been managed to support cultural projects and quality artistic proposals that are a reference for cultural development in communities and the country.
  • The strategy and mechanisms for the defence and security and protection of cultural heritage, human resources and material goods, and the confrontation and reduction of natural and other disasters have been improved.
  • Increased internal detection and prevention with its own forces and decreased criminal and corruption acts in relation to 2017.
  • An increase in the level of computerization of cultural processes, with emphasis on artistic and literary creation and production and on the processes of preserving historical memory and disseminating musical, bibliographic, documentary and film heritage, and in general, the dissemination of cultural content on the Internet.
  • In the process of consolidating the documentary management systems of national and territorial entities, the creation of spaces for archives and the designation of their executors as an indispensable tool for decision-making and internal control in our organizations.
  • In the process of developing the creative industry of cultural goods and services in accordance with the principles of cultural policy, with emphasis on:
    • Level of correspondence of trade policy with cultural policy.
    • Increasing the supply of cultural goods and services in the business system by at least 5% in relation to 2017.
    • Increase in exports and other forms of income for CL by 5%, for increasing support in proportion to prioritized proposals and projects.
    • Level of imports in correspondence with external income.
    • Wage expenditure per weight of Gross Value Added (GVA) equal to or less than that of 2017 reached.
    • Payment systems by results applied.
    • Digital trade in Cuban music increased in relation to the previous year
    • Aimed at the investment process to remodel the country's cultural centers in accordance with the projects they develop and the efficiency of their operation.
