Functions:

  • To evaluate the political, cultural and social suitability of actions undertaken throughout the cultural system with second, third or several countries, with international organizations and with political and cultural personalities, in close coordination with the artistic criteria or those of other types of institutions in the Cuban cultural system.
  • To focus its work on developing relations of collaboration and exchange with the Ministries of Culture, cultural institutions and homologous to the Ministries, personalities and other relevant institutions of culture of the various countries, in close coordination with the cultural institutions of the Cuban cultural system.
  • To draw up, negotiate and sign the Plans and Protocols for Cultural Collaboration and Exchange of an interministerial or intergovernmental nature, in coordination with the Ministry of Foreign Affairs where appropriate, based on the interests of the institutions and directorates of the Ministry of Culture, ensuring strict compliance with the commitments made.
  • To develop relations with international non-governmental organizations, in coordination with cultural institutions, particularly with regard to opportunities for cooperation and the evaluation of any new application for membership.
  • Strengthen relations with UNESCO and UNDP and other governmental organizations by channelling the interests of cultural institutions with the Cuban Commission for UNESCO, the Ministry of Foreign Affairs and the Ministry for Foreign Investment and Economic Collaboration, with the aim of making maximum use of the possibilities for assistance and cooperation offered through their programmes.
  • To channel the interests of cultural institutions in the area of training and specialization through higher level scholarships, short courses, applications and training for officials, technicians and artists. Coordinating with the Ministry of Foreign Affairs, the National Center of Art Schools and the Higher Institute of Art everything related to applications and interests for scholarships and training for foreign students and workers in Cuba.
  • Implementing in a centralized manner and in coordination with cultural institutions, the policy of the Ministry of Culture in the area of exported technical assistance, both compensated and internationalist.
  • To guarantee the correct use of foreign specialists hired as technical assistance with cultural institutions, channelling their interests through the Ministry for Foreign Investment and Economic Collaboration.
  • To control and execute the Plan of attention to delegations of the Ministry of Culture, referring to personalities and high level officials and officials of international organizations.
  • Mantener y centralizar las relaciones directas con los organismos nacionales (Ministerio de Relaciones Exteriores, Ministerio para la Inversión Extranjera y Colaboración Económica, Ministerio de Educación Superior, organizaciones políticas y de masas, etc.) a los efectos de canalizar consultas, conciliar trámites y criterios y concertar encuentros y reuniones de trabajo referente a los intercambios bilaterales y con organismos internacionales.
  • To maintain and centralize direct relations with national organizations (Ministry of Foreign Affairs, Ministry of Foreign Investment and Economic Cooperation, Ministry of Higher Education, political and mass organizations, etc.) in order to channel consultations, reconcile procedures and criteria and arrange meetings and work sessions regarding bilateral exchanges and with international organizations.
  • Supporting the holding of specialized international events that, due to their complexity, importance and magnitude, require it, upon request from any institution in the system.
  • Ensure strict compliance with the law and regulations on immigration and foreigners in the country, including visa procedures before foreign missions, as well as guarantee and make viable the procedures for foreign delegations and the outings abroad of the delegations of the organization, ensuring compliance with established regulations.
